The Private Sector Manager will be responsible for building linkages between local industry and private sector leaders, education programs and skills training providers in throughout the Philippines. Working closely with the DCOP for Technical Programs, TESD Advisor and Youth Technical Lead, the Private Sector Manager will work to strengthen private sector engagement more broadly in the project’s education and training activities for out-of-school youth. This includes developing and facilitating private sector driven models related to youth employment and livelihood outcomes. The Private Sector Manager will lead the formulation of the project's policy, strategies and programs to accelerate private sector development and public-private partnerships that will provide work opportunities for youth beneficiaries, technical direction to improve training courses and engage in labor market assessment activities. The Private Sector Manager reports to the DCOP for Technical Programs.
Essential Functions
The Private Sector Manager’s specific responsibilities will include, but are not limited to:
- Coordinate closely with the USAID, the Chief of Party, and relevant stakeholders to identify private sector partners as well as other potential partnership opportunities.
- Develop and implement outreach strategies to key industries (both in private and public sectors).
- Provide technical leadership for the design, formalization, and management of innovative public-private partnerships.
- Provide guidance and direction on the private-sector engagement strengthening in all O2 sites by providing inputs and technical knowledge to all municipal level YDCs, especially in relation to the strengthening the resilience of O2 youth.
- Oversee implementation of specific youth related private-sector engagement deepening plans and activities of O2 sites.
- Provide private-sector engagement technical expertise to the program.
- Develop and standardize successful activities and best practices for private sector engagement activities that can be replicated in multiple sites.
- Develop and deliver private sector engagement training workshops for O2 staff, DepEd representatives, TESDA representatives, and YDA members.
- Serve as the O2 liaison with city/municipal LGU officials and local partners under the assigned geographical area to ensure close collaboration in all aspects of O2 technical programming.
- Coordinate with national, regional, city/municipal level private sector engagement forums for SMEs, large corporations, partner agencies, as well as local youth service providers.
- Work with the Private Sector to increase their support to OSYs to find or transition to employment and to provide more employment or on-the-job training opportunities for OSYs.
- Provide technical support and guidance to the Private Sector Coordinators and Private Sector Officers. Coordinate with the Youth Technical Lead and Youth Development Coordinators using strategies such as technical working group meetings, regular planning, implementation meetings, and other appropriate means.
- Prepare work plans and activity reports with the technical guidance of the DCOP/Technical, TESD Advisor, as well as the Youth Technical Lead.
- Actively participate in fostering a collaborative work environment between O2 technical teams and partner technical teams through close coordination with PBEd’s private sector engagement manager.
Other Responsibilities:
- Provide feedback on private sector engagement activities and other implementation concerns at the field level.
- Provide technical inputs to O2 project team meetings and written materials for quarterly reports via the Youth Technical Lead.
- Comply with project and organizational policies on technical activities with regards to security, human resources, financial and grants management.
- Comply with EDC’s administrative and HR regulations, including policies and procedures on performance management and annual performance review.
